WCMS Executive Committee of the Board Votes to Support HB 662

April 25, 2017

Attention:
Speaker Tim Moore, Senator Phil Berger, Senator Ralph Hise, Representative Nelson Dollar

Dear Members North Carolina General Assembly,
The Western North Carolina Healthcare Advocacy Coalition supports HB 662 Carolina Cares. This coalition has been meeting monthly since 2013 to advocate for increased access to healthcare in North Carolina, mainly through Medicaid expansion under the ACA. We are comprised of over 20 organizations and individuals in western North Carolina. This coalition values healthcare for all, understanding access through health insurance is the first step in receiving quality care. Access to healthcare is important in disease prevention, economic sustainability and increased better health outcomes for individuals and their communities.

We believe HB 662 Carolina Cares takes a significant step forward by increasing healthcare options for many North Carolinians left uninsured. We applaud this bipartisan approach to healthcare policy in North Carolina. We have some concerns that the work requirements and premium copays may create barriers to health coverage – especially during economic downturns and increased unemployment. We hope you will work to clarify the reporting requirements and time periods to extend coverage as broadly as possible.

We stand beside the legislature in a shared goal of bringing healthcare coverage to more North Carolinians. This bill is a positive start to a healthy North Carolina. Please consider hearing this bill in committee and giving it an impartial opportunity to go through the legislative process.

Sincerely,

Western North Carolina Healthcare Advocacy Coalition
